You can't very well tell me with 100% confidence that it can't possibly be about the past, seeing as how I assume you didn't write the song.
As enlightenednihilist said, it could be a reference to fear tactics in general. Which means past, present and future.
We're all interpreting the song in different ways, and saying that my interpretation is altogether wrong is kind of closed-minded.
